Each offseason, in the month of April, franchise owners will take part in the voting process for potential changes to the league rules.

- Each franchise owner can submit an unlimited amount of proposals to the League Commissioner each offseason
​
- Each franchise owner is privy to one (1) vote per proposal
​
- The result of a proposal holds true for two (2) full seasons. Voting to repeal (a formerly accepted proposal) or accept (a formerly declined proposal) must wait two (2) calendar years until proposal can be voted upon again
​
- Variations to an already proposed rule change can take place the following season, but must differ from original proposal
